Memcached Replication Applier

Write a plugin that can apply replication events to a memcached server. This is referred to as proactive caching. As events happen, the replication system will push these events to any interested observers of those events. This blueprint aims to write a plugin which takes those replication events and applies them to a memcached server.

This could be useful for pre-populating a cache which may result in less cache misses. It could also be useful for warming up a cache.
