Test innodb_fast_shutdown

Test that it does what it says it does. current tests just check that we set the variable correctly. This is not set in innodb, rather it's a value that's checked during the destructor of EmbeddedInnoDBE
We have no way of telling from within simple SQL what type of shutdown actually occurred.
(this may be a test for HailDB instead)
