Create unified error messages for client apps

Error messages are currently scattered all over the client applications. The plan is to have an errmsg.cc/.h such as the one in libdrizzle.

Please draft up a proposal for the design of this. For instance:
a) Where to put the error message files?
b) How to split up the my_error() and my_message() functions into a method on Session* pointer
