Add transaction log tests to drizzle-automation

We need to incorporate the new transaction log tests into drizzle-automation for our automated testing.

As these tests require a validation server to be up and running and the Validator requires advanced knowledge of the validation server's information, this will require some thought.

Expect tests to be up and running in d-a by 11-9. The tests will need to be their own, separate run.

Still working on some timing / tuning issues to ensure we have decent, but timely runs.

Code is added and working in Drizzle-automation, the config file has been written and the tests are tuned.
Waiting to deploy on our Hudson machines until tarball release is complete.
