Alter table to generate proto data

Alter table to generate proto data, essentially a REDO log of ALTER TABLE operations.
This then should be passed to the Storage Engine which can say yes/no to each step (this enables EXPLAIN ALTER TABLE). The ALTER TABLE [ONLINE|OFFLINE] can then make a decision on if to run the ALTER or not.
This should also include online add/drop index for Innobase
