Support vendor specific Router implementation as a VM

Currently router is always implemented using one L3 implementation, with Dragonflow it is easy
to support routers as external VM's and hence support vendor specific routers.
A change in the data model and API needs to be introduced but when its done, Dragonflow only need to install specific flows
which sends the traffic to the VM in case traffic to the default gateway is sent
