Smart BUM (Broadcast/Multicast/Unknown unicast) Handling

Currently for broadcast/multicast traffic we duplicate the packet at the source and send it to all
ports in the broadcast/multicast domain.
We could only send it to compute nodes that have ports in these domains and duplicate the packet there
(By sending the packet with tunnel id that reflect the network_id)
