Redesign Dragonflow Local Controller DB Cache

Currently the DB cache in dragonflow local controller is not optimized, its build as lists similar to the key/value DB and is not optimized for PACKET_IN search.
This is an important part for Dragonflow controller performance, we want to build the local cache in an optimized way and only have data for local tenants (depending on local ports for the compute node) for faster searches
