In all cases (bzr, hg, svn and git), there is enough information from the source pull step to selectively enable/disable compilation based on whether the source has changed since last pull. This information should be used.
In theory, this can be extended to downloaded tarballs as well. In either case, one needs to worry about previous builds that didn't finish cleanly.
