Handle forms that evaluate to zero

DOLFIN/FFC/UFL cannot handle forms that are zero:
1. L = 0
2. L = 0*v*dx # term dropped by UFL
Unsure how to handle this. It would at least be possible to handle it in VariationalProblem and check for arguments that are zero and generate a form of correct arity on the same function space that evaluates to zero (using a zero coefficient).
