Wrap Armadillo linear algebra library

Add Armadillo (http://arma.sourceforge.net/) as a linear algebra backend to provide simple and efficient access to dense linear algebra, including BLAS and LAPACK functionality.

This should replace the current LAPACKMatrix and LAPACKVector classes.
