Remove suppport for PETSc 2.3

The code will be cleaner and easier to maintain if we drop support for PETSc 2.3 and require PETSc 3.0.

DOLFIN now depends on PETSc 3. Next step is to improve the logic in some PETSc wrappers which can be improved now that PETSc 2.3.3 is no longer supported.
