Remove MTL4 as a linear algebra backend

DOLFIN depends on the development version of MTL4 which breaks frequently and causes problems for users. This would be solved by removing it.

MTL4 is broken again. I'd say that that's the nail in the coffin.
Update: The ML4 developers have made a big effort to get MTL4 building with our strict compiler flags, so let's stick with MTL4. Furthermore, uBLAS is looking shaky and somewhat rudderless, so we may in the future want to default to MTL4 in place of uBLAS.
