Allow distribution of parallel la objects to be specified

Presently, DOLFIN distributes parallel vectors and matrices evenly across processes. A second constructor should be added which allows the user to specify how the vector is distributed. For simplicity, we can require that vectors are contiguous (i.e. the distribution is linear)
