Support mesh entity connectivity in mesh XML files

Some mesh generators (e.g. tetgen, triangle) output neighbouring cell information. Using this would speed up DOLFIN, especially when running in parallel.

GNW: Building the mesh connectivity performance has been improved dramatically in DOLFIN, so I don't think that this is worth the effort.
