Call Viper from C++

We can embed Viper or some other Python/vtk based plotter from C++ using the NumPy C-api. A proof of concept implementation is pushed to:
lp:~dolfin-core/dolfin/sandbox
It works in parallel. I know that viper is not maintained, but any substitute, if that ever is coming, should support sending three numpy arrays: cells, vertices, values for this proof of concept should work.
