Dockbar should use Launchpad's documentation

Right now THEMING-HOWTO is Dockbar's only documentation (I think). However, it would be beneficial if it was contained somewhere better for collaborative editing, as well as online viewing.
Launchpad has a documentation function, accessible from the Blueprints area.
I am willing to set this up, should it be approved.
