[Brainstorm] Dockbar popup theming

Currently, popups only get very basic themability. An XML engine for the popups would be great, but brainstorming needs to be done regarding how it should be implemented.

Alex: GTK's theming engine has this amazing ability to stretch pixmaps without distorting their borders. An excellent example is the window list applet. If you fill it up with windows, the buttons are shrunk horizontally, but remain undistorted. It would be neat if that could be *optionally* available in Dockabr's theming engine.

Also, I think that a separate file should be created for the popup's theme, e.g. config-popup (perhaps the current config file should be renamed config-buttons, or something similar.
