»Always on top« option for right click menu

Window Picker Applet has a nice feature:
You can have an application »always on top« even if it hasn’t got the focus. That way you can read a manual (make it stay always on top) while programming or have a terminal open.
This is achieved by adding the option »Always on top« to the right-click menu of the corresponding app icon.
