Use OpenGL [at least] for Docky

Using OpenGL may dramatically increase performance. Cairo Dock in 2.0 introduced OpenGL backend and thus increased performance and let the Dock offer more effects without hurting running OS. Only some glitches may appear, like transparent bg going opaque, but that's minor side-effect of using OpenGL.

OpenTK (http://www.opentk.com) and the Tao Framework (http://www.taoframework.com) can be used to access OpenGL from the CLR.

Both libraries are cross-platform but the former provides a GLWidget for GTK# integration, as well as OpenGL|ES bindings for use on embedded systems, so it's probably a safer bet.
