Django based management UI for Nova

Release NASA Nebula's Dashboard UI. It is a Django/Python based implementation that supports management of instances, images, volumes, key pairs, security groups, and project specific role management. It is currently based on the EC2 API since the OpenStack API currently lacks support for volumes, security groups, and others. The plan is to migrate to the OpenStack API when there is feature parity.
