Feisty Speakup

As of Edgy we have the speakup kernel module included in the main distribution and it is being used by experienced speakup users. However, we should make it easier for less experienced blind computer users to start using it on the console and extend it's use area to other areas such as the alternate CD installer and server edition.

heno: Not realistic for Feisty. Multilingual Speech Support must be completed first.
heno: We have removed speakup from the Gutsy kernel. In the end there was little community take-up and speakup users seem quite happy to compile their own kernels.
