Support use of arch-dependent code in the dist-upgrader

The current dist-upgrader is written entirely in python and lives in dist-upgrader-all. Because we may want to use selected bits that are arch-dependent (e.g. a backport of dpkg) we need to move this to dist-upgrade-$arch. The upgrader itself should be modified to support usage of selected backported package management tools more easily too.
