Unique ID for DHIS2 water point mapping
This is just a test for the moment to explore the use of launchpad but the idea is to create some additional functionality in DHIS2 in order to manage unique IDs in this particular example for water points

Within the water and other sectors there is a need for identifying things with a unique identification.
* The number which can be alphanumeric often follow some rules which should be described somewhere in DHIS2 or in a related app. In our case this will be a combination of hierarchical (geographical) information with an end number. Only the end number will be described on the water distribution point. (WDP)
* The system should on entry of information provide the user with a new not yet existing code.
* None of the codes will ever be reused, that means that decommissioned water points retain their unique code
* Once a number is used, proposed the DHIS2 should check and confirm whether the number is unique
