Validate data entry with a "matches" operator and regular expressions

Data entry validation should be extended to allow a "matches" operator. The main use for this would be to validate compulsory data entry pairs. For instance the left-side validation could be assigned a regular expression such as [0-9]+, with the same right-side operator. This would mean that if the left side is a number, then the right side must also be a number. This would essentially capture the functionality of "Compulsory data entry pairs" in DHIS 1.4. In many cases, there must be BOTH numerator and denominators entered, in order to calculate a particular indicator. If one or both of these values is missing, it can affect (adversely) the values calculated during an aggregation operation.
