Catchment population generation

Functionality for generating catchment population data. This is useful when population data exists at a higher level and you want an estimate at a lower level.

This should be generic and allow for the definition of the data element used as a basis for the calculation (total population) as well as the data elements used for calculating the distribution of the population (stable medical occurrences).

An issue is how we deal with the generated data, after the generation the system will contain duplicated data, that is overlapping population data at different levels.
