Translate the Cave Framework into the Java concurrency API

Based on the knowledge gained in Blueprint: https://blueprints.launchpad.net/dhis2-academy/+spec/understand-concurrency-concepts , implement the Cave Framework modules used in DHIS2 according to the Java concurrency API.
The following provides a starting point:
