Process manager service implementation

This includes implementing the service layer of the process manager, including any necessary support modules. Functionality for creating processes, canceling processes, listing processes and so forth as laid out in the detailed requirements. The process manager must also be able to keep track of processes that have completed, so users can review the results of such processes.
