Implement functionality to add layers to the map

The map service has method to add individual layers to the map generation service. This layer functionality should be represented in its own class internally in the service. Each layer is associated with a data set that will be rendered to the map in a logical fashion with colors, intervals, and different radiuses on point objects. A layer is also one-one associated with a legend that explains the layer on the map.

This functionality has been implemented in the form of the GeoToolsMapLayer class. It encapsulates a data set in the form of an indicator, period, and organisation unit, as well as map-specific parameters, e.g. colors and sizes.
