Under dhis-web-reporting, the class org.hisp.dhis.reporting.reportviewer.action.RenderReportAction is responsible for creating and returning a PDF when clicking one of the report links on the dashboard.
Have not investigated exactly how it works, but it seems like a promising place to start.
