android setup webservice for data exchange

The webservice needs to be set up in a way (service classes for example), so that it can exchange data with the rest of dhis2. Need to inject the right beans etc.

Provides JSON-serialized objects to the client. A test of receiving data from the client and deserializing it is in place, and working. The work is not 100% complete, but we don't have any more time for it at this point.
