Program stages are unstable

The stages are quite unstable, they keep changing for each registration. Can this be made stable in a way that they are arranged chronologically that is: ANC, Delivery and PNC for the Mother Program or Birth, 6 weeks, 10 weeks etc in that order. Especially for Infant program that has more than 6 stages and these are specific to each visit. NB: Depending on the work load at the facilities, data entry may be done after work, this means these users will be tired to pay attention to some of the details.
