Allow partial attribute search

REQUIREMENT:
Sometimes the J2ME app cannot search the client No. using partial part of the ID eg if ID is 2005 if you search using 200 it will return no results.
IMPLEMENTATION PLAN:
Server side:
Allow partial attribute search of the keyword (instead of exact search).
Client side:
J2ME Tracker prompt error message when search keyword is less than 3 characters.
