Complete Button should not have restriction of filling all values

There should be no compulsion for end user regarding submitting the data sets. Instead of compulsion there should be a warning alert for filling the rest left values.

I don't think we have a way to set required dataelements in regular dhis, so the solution then is to allow any number of dataelements, with a confirmation dialog before it's sent.
We should have a discussion on how we would want this to work consistently across dhis for the long term, but for now this should do.
