Neutron VMware NSX plugin - extra support

Some Quantum plugins require third party programs, or extra configuration to be done on the DevStack instance to function correctly.

Generally, the Quantum NSX plugin does not require anything but a dhcp agent and a metadata agent (along-side the quantum server) to function properly. However, depending on some desired test scenarios, the NSX plugin may need extra configuration steps to establish connectivity between the DevStack instance and the NSX gateway part of the NSX Platform.

This blueprint lays the foundation for implementing custom configuration required to make DevStack work well with NSX. This blueprint will also be used to track QA efforts to ensure that NSX becomes a first-class citizen in the OpenStack upstream gating/QA efforts based on DevStack.
