Add support for the neutron ipv6 attributes for tempest in DevStack

Neutron now supports two extended attributes for IPv6 subnets, in the Juno release timeframe, while the Icehouse branch of Neutron does not. When adding IPv6 API tests to Tempest, we need to have a way to skip the ipv6 attribute tests during the "check-tempest-dsvm-neutron-icehouse" job.

A configuration flag has been added to Tempest to skip these tests, and DevStack needs to populate tempest.conf with the setting, so that Tempest will skip the tests - when support is added to devstack-gate.
