Allow configure the set of replicas in swift devstack

We currently spawn 3 + 1 (Handoff) object/account/container servers which could be very stressful on a VM. For quick devlopment it would be nice to be able to do only one replica (or more for testing) so not using too much CPU/IO on a VM.
