support RHEL 7 to use devstack

RHEL 7(CentOS 7) is not support in devstack. The blueprints to solve the problem in RHEL 7.
First, ensure the devstack default configure to run normally.
Second, add advanced feature.
Others, update the functions as follows:
clean data, restart service, rerun devstack and so on.
