Rather than stack.sh always being destructive, we should allow restart of services on a node without destroying all the existing data.

in addition as noted by Yun Mao here: https://bugs.launchpad.net/devstack/+bug/885274 we would need to set ipv4 forwarding

An initial implementation of this is in rejoin-stack.sh; that assumes a previously running screen session. It does not address any non-screen services.

Implement restack.sh that reverses unstack.sh; i.e. ensures that the required system services are started, etc.
