Integrate reddwarf into devstack

As a step towards integrating DBaaS with the rest of OpenStack, we propose integrate RedDwarf with devstack and tempest so that we can set up CI/CD that is based on the head of OpenStack trunk. We will need to change the stack.sh script and make it easy for users to easily enable reddwarf installation/testing via the ENABLED_SERVICES variable.
