Nova vnc_keymap support

If we'd like to use noVNC with a keymap other than US, we need to add
the following line to nova.conf.
keymap=<keymap you want>
However, devstack in master branch doesn't have any options to change
keymap and so nova.conf has to be modified every time to use Japanese
or other languages after building the environment with stack.sh.
To avoid wasting time, let's add a new option for that.
