Devstack setup LDAP

LDAP support from devstack is required to get live LDAP testing into Jenkins. It should be allowed but not turned on by default.
Add an additional SUPPORTED_SERVICE value openldap (we will potentially add others over time)
presence of this value means that openldap should be setup, and used as the identity provider for Keystone.
