run devstack in lxc container with build_libvirt.sh

Currently we have build_lxc.sh - but it has a lot of duplicated code with build_libvirt.sh. Since build_libvirt.sh creates an xml file and launchs an instance via virsh, could we create the lxc container via virsh as well?
