Option to use Indigo Virtual Switch for Quantum in BigSwitch Plugin

Add option to automatically configure quantum to use the Indigo Virtual Switch instead of Open vSwitch. This will configure the vif_type sent by the BigSwitch/FloodLight plugin to Nova as well as the interface driver used by the Quantum DHCP agent.
