Ceph Object Storage Gateway (Rados GW) as Glance backend

There is Ceph support in devstack currently, but only as RBD Glance backend. Ceph Object Storage Gateway supports Swift API and can be used as Glance backend. This blueprint proposes add Rados Gateway install and configuration to devstack with Glance, Glance should be configured to work with Swift API.
