Fix stack environment if host ip changed

In dhcp environment, devstack host ip address may change when ip renew happened. Sometimes we don't want to run unstack.sh and then stack.sh to recreate the environment. This bp will add a helper script to stop services, modify related config files and db with new IP and then restart services so we can keep the previous environment.
