Devstack support for mix identity backend

With Havana milestone 2 release, a new feature is added in Keystone to provide a mix backend. With the mix backend, openstack users now have an ability to have a specific backend for authentication and another backend for authorization. Typically, this means that now user can have LDAP for authentication and SQL for authorization. This seems a standard use case for enterprise and this feature have generated a good interest in enterprise users. Setting up a needed configuration to use mix backend is easy and can be supported by devstack without any complexity. Implementation of the blueprint can remove an extra step to configure the mix backend and provide a great value to end users.
