Automated copy of local.conf, local.sh into devstack home directory

When I go through "/samples/local.conf" and "/samples/local.sh" , I had read about copying these files into devstack home directory.
Instead of copying these by users individually, we can add code in "stack.sh and clean.sh" for automated copy and clean of these files.
