Enable the software installation (e.g., libvirt/qemu) from tar files

Currently, devstack installs everything is needed to run OpenStack through the OS package manager. Examples are QEMU and libvirt. This means that the devstack users (developers, programs, CI servers, etc.) are working with not updated and not configurable versions of these software.

This blueprint proposes to enable the installation of libvirt and qemu from tar files (e.g. http://libvirt.org/sources/libvirt-1.2.6.tar.gz).
