support filtering in v1 list API

Currently, can not use filtering to v1 list API.
I want to support filtering in v1 list API.
As a result, in an environment where a lot of data has been registered,
I think that there is the following merit.
- Shorten the response time of list API
- load reduction of designate-central, MQ, network
